  1. You can declare that you're good with Spanish when you don't have to think after a Spanish word is said to understand what the person is saying.
  2. I think, while you would need to know the names of their basic foods that they eat on a regular basis, I don't think learning how to cook their foods is all that important when learning the language. Cooking is more cultural than language.
