What level is sufficient to be fluent in a language?

Hello Members,

There are levels like Basic, Intermediate and Advance levels in language courses.

There are also levels like A1 to C2 for some languages.

Is it sufficient to learn until Intermediate level ( or B2 Level) in order to be fluent in a language?

My language goal is to have a casual conversation with a native speaker, read books and watch movies.

Depends on what you mean by "fluent", since there's no universally accepted guideline for that.
As I'm concerned: if you can speak the language with a native speaker, the native speaker understands you, doesn't need to correct you, doesn't get confused, and you don't need to look up words while listening and/or reading, that's what I consider "fluent".
