Comma before "and"

OK, so here Marcel Iseli sets out the rules for the use of comma before "and". Essentially he says a comma is only required before "and" when it joins two independent clauses. He then appears to breach his own advice by adding a comma before an dependent clause, as follows:

Some words, though, are complicated, and can use commas in many different ways.

Is this grammatical? If so, how?
