How would I say "Many roads have been modified by the government"?  Also, can someone clarify what tense that is exactly?  I'm getting very lost.

There are several reasons why this tense is used. One of them is making focus on a certain object. In this case, it's roads, not the government. However, If we were talking as If we were willing to praise the government for its deeds, we would have used the "active" version of that sentence.
