By who, who by or by whom

"The post was later deleted but it’s unclear who by."

I came across this sentence while reading an article written by a certain Joseph Foley. From his name I infer he's a native English speaker. I would like to know if that phrase, 'who by', sounds perfect to native speakers of both the American and British varieties of English. Would you use 'by who' instead?
