The city council, once a rubber stamp for Old Man Daley, had divided into racial camps, a controlling majority of white aldermen blocking every reform that Harold proposed. He tried to wheedle and cut deals, but they wouldn’t budge. It was riveting television, tribal and raw, but it limited what Harold could deliver for those who’d elected him.
