Of course, if you're looking for a dictionary to buy, the best are Oxford Dictionary, Lewis-Short Dictionary and Collins Dictionary, so take your pick. I use the combination of the first two.When it comes to the dictionaries online, the best would be LatinDict. It offers both the translation of the word and the basic grammatical information about the word you're looking for. Perseus is good when you wish to see in which text a particular word was used and Free Latin Dictionary is for fairly basic usage. Lexilogos offers a variety of websites you can view (and translations in other languages, not only English).
