      I really need help with this question related to the use of statistic

       "under 10% of the pollution of water was caused by Pesticides and Phosphates in detergents."
      This sentence means that under r 10% of the pollution of water was caused by Pesticides and  under 10% of the pollution of water was caused by Phosphates in detergents OR it means that Pesticides and Phosphates in detergents caused a total of 10% of the pollution of water

      It means the 2nd option you give, but don't forget the "under" (and there's no need to capitalise pesticides and phosphates) that is,

      pesticides and phosphates in detergents caused a total of under 10% of the pollution of water
