So, add your 3.4 GPA because it still shows a good level of hard work and capability.

If the job description has a GPA restriction, then you must add your GPA, even if 3.4 is lower than the limit. 

Most of the time recruiters completely disregard resumes when they do not follow basic instructions in the job descriptions.

Yet they can still consider you with a lower GPA if you have other redeemable qualities.

If you had other awards or extracurricular activities that would paint you as a better candidate, prioritize those over your 3.4 GPA.
